(English) In response to the call for submissions for the 73rd Session of the Committee on Economic, Social and Cultural Rights of the United Nations (CESCR), our Firm has made written submissions on the implementation of the International Covenant on Economic, Social and Cultural Rights (ICESCR) in Hong Kong.
Despite having ratified the ICESCR, it has not been incorporated into domestic legislations of Hong Kong, which creates difficulties for individuals exercise their rights and/or seek redress under the ICESCR. It is also our experience that Hong Kong Courts have been reluctant to give effect to guarantees under ICESCR.
